2020年11月25日,中央军委军事训练会议在京(jing)召开。

聚焦此次召开的现场会,会议全稱(cheng)为“全军基础训练现场会”。何为基础训练?

军事評(ping)論(lun)员宋(song)忠(zhong)平向政知見(jian)(微(wei)信ID:bqzhengzhiju)解(jie)讀(du)称,基础训练指各不同的军兵(bing)種(zhong)以及武(wu)警(jing)部队的共同、通(tong)行(xing)训练課(ke)目(mu),旨(zhi)在著(zhu)(zhe)重打牢每(mei)個(ge)战斗人(ren)员的基础素(su)質(zhi)。这其(qi)中包(bao)括(kuo)单兵作战素质、能力训练,对于基础性(xing)作战裝(zhuang)备、通信工具的使(shi)用(yong)训练等(deng)等。

他(ta)还强调,所(suo)謂(wei)“基础”实際(ji)上(shang)还有另(ling)外(wai)一層(ceng)意义。“目前军事科(ke)技(ji)、作战装备发展(zhan)日新(xin)月異(yi),掌(zhang)握(wo)高新技術(shu)装备當(dang)然(ran)是官(guan)兵提升(sheng)战斗力的必需(xu)。但(dan)解放(fang)军也(ye)絕(jue)不能有了(le)新装备、新技术就丟(diu)掉(diao)最基本(ben)的作战能力、手(shou)段(duan)。在没有高新技术装备在手的情(qing)況(kuang)下,如(ru)何一樣(yang)的敢(gan)打能赢?这也是解放军必须考慮(lv)的问题。”宋忠平說(shuo),军人的基础作战素质什(shen)麽(me)时候(hou)都不能丢棄(qi)。

此次全军基础训练现场会,各战區(qu)、各军兵种、军委机关有关部门和武警部队领导参加会议。

另外,全军旅(lv)團(tuan)级以上作战部队、有关训练机構(gou)和院(yuan)校(xiao)、省(sheng)军区通過(guo)電(dian)视电话会议系(xi)统同步(bu)跟(gen)學(xue)跟训。

據(ju)央视画面顯(xian)示,多位将军都在现场就坐(zuo)。

在现场,张又侠对基础训练提出了要求。

他说,打胜仗必须築(zhu)牢基础,抓聯(lian)合(he)必须强固(gu)“底(di)盤(pan)”,要把(ba)基础训练擺(bai)上重要位置(zhi),抓在手上、抓出成(cheng)效(xiao)。

要深化探(tan)索(suo)新时代基础训练方式,推开專(zhuan)長(chang)化任教(jiao)、集(ji)約(yue)化组训、模擬(ni)化训练、标准化考核(he),着力提高教学组训水平,进一步豐(feng)富(fu)拓(tuo)展方法(fa)手段,推動(dong)基础训练提质增(zeng)效。 要健(jian)全训练內(nei)容(rong)體(ti)系,走(zou)开精(jing)細(xi)管(guan)理(li)路(lu)子(zi),優(you)化训练保障(zhang)條(tiao)件(jian),打造(zao)组训人才(cai)方陣(zhen),加强训练风氣(qi)建设,构建基础训练转型发展新格(ge)局。

这并不是张又侠首次对基础训练提要求。

今(jin)年1月,農(nong)歷(li)新年来臨(lin)之(zhi)际,张又侠曾到陸(lu)军第(di)八(ba)十二(er)集团军某(mou)旅调研并看(kan)望(wang)慰(wei)问官兵。

当时,张又侠到該(gai)旅指揮(hui)训练中心、綜(zong)合训练场、文化館(guan)等场所,察(cha)看部队战备训练和工作生(sheng)活(huo)情况,并聽(ting)取(qu)工作匯(hui)报。他提到,“要抓实练兵备战,大力加强实战化军事训练,在模拟训练上探索新路,严格基础训练落(luo)实,搞好群(qun)眾(zhong)性战法创新,錘(chui)煉(lian)遂(sui)行使命(ming)任務(wu)的实际能力。”

各级领导幹(gan)部要帶(dai)頭(tou)在训练场练起来

此次张又侠还提到,要推开专长化任教、集约化组训、模拟化训练、标准化考核。

政知君注意到,上述(shu)每一項(xiang)内容都極(ji)具針(zhen)对性。

以集约化组训为例(li)。

据《解放军报》今年6月报道,北(bei)部战区陆军探索推廣(guang)了集约化组训模式。

在談(tan)到为什么要开展探索时,文中提到,近年来,北部战区陆军领导先後(hou)前往(wang)多个旅团级单位调研发现,训练計(ji)劃(hua)不科学、训练資(zi)源(yuan)利(li)用不充分、训练效益(yi)低(di),已(yi)成为制(zhi)约训练计划落实、练兵备战质效提升的共性问题。

为解決(jue)上述问题,该战区陆军组織(zhi)規(gui)範(fan)化集训,推广教练器(qi)材(cai)集约使用、教练场地(di)交叉(cha)輪(lun)转等10余项经驗(yan),制发《专業(ye)训练组织实施(shi)指导规范》等,对训练计划制訂(ding)、训练资源使用等内容进行规范。

他們(men)还建立(li)场地、装备、器材资源数据庫(ku),指导部队统筹使用训练资源。各单位上报需求,战区陆军、集团军、旅、營(ying)各级统一调配(pei)训练资源,分层分级统筹展开专业组训。

此次在参加现场会时,张又侠还提到,各级黨(dang)委要加强对基础训练的领导,各级机关要搞好统筹协调、跟进指导和服(fu)务保障,各级领导干部要带头研战研训、带头组训任教、带头在训练场练起来,形成大抓基础训练的强大合力。
